The Leirion Policy Forum is a university-level diplomatic simulation platform, based on the Next Generation Diplomatic Architecture™ (NGDA) methodology. It addresses undergraduate and postgraduate students, academics, universities and institutions. It operates as an annual institution, with its first edition in 2027.

Theme: The Impact of Deglobalization on International Energy Markets: From Interdependence to Autonomy.

Structure

Proceedings are conducted in three Strategic Bodies, designed according to the actual institutional logic of the corresponding international organisations: ECOSOC, the World Bank Group Global Energy Department and the International Energy Forum (IEF).

The bodies deliberate on the same theme and work on the Policy Brief prepared by the Executive Director. Each body reaches its final decision in accordance with its own institutional function: a Resolution for ECOSOC, a Decision for the World Bank Group Global Energy Department, a Ministerial Declaration for the IEF. The Ministerial Declaration is not binding, as it is not in reality, and this constraint is a deliberate part of the learning process.

The three decisions are presented at the Convergence Session, where they converge into a single text, the Forum Decision, signed by name by the Forum Fellows and adopted by a two-thirds majority.

Hosting

The Summit is hosted at Global College Malta under an agreement extending to 2029. The College had already hosted the 4th International Conference in 2025.

Participation

The number of Forum Fellows is deliberately limited and is set anew for each edition; it will not exceed one hundred and twenty. Applications for Malta 2027 open on 1 October 2026 and close on 15 February 2027. Every candidate is interviewed, without exception; the curriculum vitae serves as a supplementary criterion.

The participation fee for the first edition is 350 euros and covers attendance, the Fellow’s materials, the full academic programme and the Certificate of Participation.
